ICAC appointed to EU’s Technical Advisory Board

 

The International Cotton Advisory Committee (ICAC) has been inducted into European Commission’s Technical Advisory Board for the Product Environmental Footprint (PEF) methodology.

This appointment places the intergovernmental body at the center of the European Union’s regulatory overhaul, which seeks to standardize how the environmental performance of products is measured and reported. As the EU moves toward mandating PEF scores for all textile products sold within its borders, the methodology will dictate market access and consumer demand in one of the world’s most lucrative apparel markets. By joining this elite advisory group – a longside the FAO and UNEP - the ICAC gains a direct channel to ensure that the life cycle assessment of natural fibers is grounded in accurate, farm-to-shelf data.

Advocating for natural fiber accuracy

A primary objective for the ICAC within the TAB will be addressing the technical nuances of how cotton is evaluated against synthetic alternatives. Under the leadership of Eric Trachtenberg, Executive Director and Kanwar Usman, Head – Textiles, the committee will provide expertise on eco-design and sustainable production to help shape future EU legislation. The board's mandate includes scrutinizing category rules and developing new methodological frameworks that reward durability, recyclability, and the absence of hazardous substances. This intervention is critical for the global cotton industry, as current environmental scoring systems often face criticism for not fully accounting for the biodegradability and renewable nature of natural fibers compared to fossil-fuel-based synthetics.

Strategic alignment with circularity goals

The collaboration signals a reinforced commitment from the cotton sector to align with Brussels’ vision for a circular economy. While the European Commission retains final decision-making authority, the ICAC’s role in analyzing the coherence of PEF rules with broader EU policies provides a commercial bulwark for cotton producing nations. By ensuring that ‘material intelligence’ is applied to the final regulatory drafts, the ICAC aims to prevent technical barriers to trade that could arise from flawed environmental modeling. This partnership is expected to drive long-term structural changes in how global textile supply chains document and verify their sustainability credentials to meet the evolving European standard.
