Pakistan’s textile and apparel exporters have urged the Prime Minister’s Office to establish a dedicated steering mechanism to navigate the European Union’s revised Generalized Scheme of Preferences (GSP+) regulatory scheme. The European market represents the largest destination for Pakistani textile goods, generating $7.1 billion in sector revenues - comprising nearly 40 per cent of the country's total $18 billion textile export portfolio. Under the incoming EU framework taking effect in 2027, preference beneficiaries must submit comprehensive compliance blueprints covering 32 international conventions prior to the final December 2028 deadline. Gul Ahmed Apparel leadership noted that retaining tariff exemptions worth over €730 million annually remains crucial to offset mounting domestic energy tariffs and sustain competitive export pricing against regional peers.
Traceability mandates reshape supply chains
Beyond core labor and human rights compliance, European buyers are increasingly conditioning procurement contracts on environmental benchmarks and supply chain transparency. The European Union’s emerging Digital Product Passport requirements and stringent due diligence directives present operational hurdles for mid-tier Pakistani fabric manufacturers. To mitigate export compression - following a 2 per cent dip in EU-bound shipments across top product categories industry leaders are advocating for joint public-private oversight committees.
Establishing verifiable audit trails for raw materials and factory labor will determine whether South Asian textile exporters retain duty-free access or lose market share to competing manufacturing hubs across Asia.
Securing long-term trade continuity through 2036
The GSP+ program provides zero-duty access to European Union markets for developing economies contingent on implementing core international mandates. Key export categories include cotton fabrics, readymade garments, and home textiles. Regulatory compliance aims to secure long-term trade continuity through 2036. Pakistan's annual GSP+-covered EU exports total approximately $8.96 billion. Preferential access has been active since 2014.
